New partnership supports ICAO’s No Country Left Behind strategic goal
ICAO locks in agreement with Amadeus for air transport digital transformation
Amadeus and the International Civil Aviation Organization (ICAO) have formalised a Memorandum of Understanding (MoU) in support of ICAO's No Country Left Behind goal (NCLB).
The partnership seeks to "enhance the capacity of States to adopt advanced digital technologies that improve the efficiency, safety and sustainability of international air transport systems".
The collaboration will help ICAO Member States advance in their digital transformation journeys.
Under the terms of the agreement, Amadeus will contribute its technical expertise, share knowledge, and support initiatives to foster innovation in aviation and travel, in alignment with ICAO strategies, including the TRIP framework and Doc 9303 specifications.
Amadeus have said it will support this effort by leveraging its experience in travel technology, digital identity, biometrics, and data management.
Juan Carlos Salazar, secretary general of International Civil Aviation Organisation, said: “The digitalization of identity documentation and management is essential to air transport’s expansion and transformation.
"ICAO’s collaboration with Amadeus will contribute to our Member States’ effective adoption of these new technologies, in line with our leadership towards our vision of safe and sustainable air transport for all by 2050.”

The two organisations are currently defining a timeline and roadmap that will guide the collaboration with initial NCLB deliverables expected in the first half of 2026.
